I came across a list of the Happiest States, counting District of Columbia.
According to the list, the Top Ten:
1. Louisiana
2. Hawaii
3. Florida
4. Tennessee
5. Arizona
6. Mississippi
7. Montana
8. South Carolina
9. Alabama
10. Maine
12. North Carolina
45. Illinois
51. New York
This was compiled with statistics before Hurricane Katrina. Three million people were asked how happy they were, then statistics such as how crowded, air quality, house prices and quality of life were added to come up with the ranking.
I'm from Illinois, but am a Bear fan as well which might account for the sadness and tears.
